Competitiveness Decree and Irap Decree

It is noted that the Law Decree no.14 of 2005 March 35, converted into Law no. 14 of 2005 May 80, published in the Official Gazette no. 111 of 14 May 2005, (hereinafter the "Competitiveness Decree") introduced significant rules to favor the economic development of the country.

On the other hand, with Decree Law 17 of June 2005, 106, converted into law and forthcoming in the Official Gazette, changes were made to the Irap regulations. This circular is intended to provide an overview of the main provisions contained in the aforementioned decrees.

General regulatory framework

  1. The standard is structured in eight Chapters divided as follows:
  2. • Chapter I - Development of the internal market and opening up of markets: made up of articles 1 to 2;
  3. • Chapter II - Simplification of regulations: made up of articles 3 to 4;
  4. • Chapter III - Strengthening of the infrastructural network consisting of article 5;
  5. • Chapter IV - Increase and rationalization of investments in research and development: composed of article 6;
  6. • Chapter V - Development of innovation and diffusion of technologies composed of article 7;
  7. • Chapter VI - Strengthening the production base consisting of articles 8 to 12;
  8. • Chapter VII - Modernization of social protection systems and strengthening of social safety nets composed of article 13;
  9. • Chapter VIII - Increase in investments in human capital, strengthening of the school system and systems for acquiring knowledge of workers composed of article 14;
  10. • Chapter IX - Final provisions consisting of articles 15 to 16;
