We inform you that Law no. 488 of 23.12.1999 concerning “Provisions for the preparation of the annual and multi-year budget of the State”, introduced significant changes regarding income taxes, VAT and other indirect taxes. This circular is intended to provide a first overview of the main changes that have taken place with the help of the explanatory notes contained in the circular of the Ministry of Finance no. 247 / E of 29.12.1999.
